In 1993, the ILO sanctioned the IPEC project to the Child Labour Cell at the National Labour Institute, Noida, to conduct a nationwide campaign against child labour, involving all sections of society. A three-day "Orientation Workshop for National Trade Union Leaders on Child Labour and IPEC" took place in New Delhi from July 20-22, 1993, organized by the National Labour Institute. The primary objective was to raise awareness among national-level trade union leaders regarding the complex nature and significant magnitude of child labour, as well as the area-specific programs, with the aim of engaging these trade unions in the fight against the prevalence of child labour.
