Rosenbaum describes the major political actors, institutions, and values that shape current U.S. environmental policies and the controversies that arise in implementing them. He outlines the roles the executive, legislative and judicial branches play in the development of environmental policy and examines the status of public policy in areas such as air pollution, water pollution, toxic and hazardous wastes, energy, and public lands. He concludes with an agenda for the 1980s, the controversies concerning the fundamental design and purpose of the public agencies responsible for environmental management, and the reform of the environmental protection agency
