This proposed framework on defining a reproductive health package for India states that the focus of health programs should shift from a population control approach to an approach that is gender-sensitive and responsive to the reproductive health needs of clients. The author recommends that no single package of services should be implemented nationwide since tremendous diversity exists in India. The criteria for selecting particular health services in a package include levels of fertility and mortality, disease burden, cost effectiveness, and the capacity of the health infrastructure to deliver services effectively.
